We do not adopt, we are just an animal control agency, and we transport our animals to the local shelter which is a separate entity.

Give additional background information on your organization's programs as they relate to this application and the qualifications of the personnel who will be in charge of this program. Show that you have the ability to carry out this program. 
In order to participate the applicant has to have a registered TNR colony within the city limits. I will be in charge of the program since I get all the new colony information from CCFAW (Concerned Citizens For Animal Welfare) We keep a spread sheet of all the colonies within the city so we can verify that the person is a colony caretaker.
If you currently have a program for sterilization of cats and/or dogs, describe your current level of funding and productivity and why additional resources are needed? 
Our current program is funded by the city, however we would be able to get more fixed with more funds which would allow us to need less funds in the future, as we have seen a slight increase in the number of TNR cats being fixed in the past couple years.

The target area information should be accurate, and will continue to grow, as the city commission has approved several new subdivisions, totaling roughly 1,500-2,000 more houses in the near future.
Please explain what you believe are the most substantial sources of dog and cat overpopulation in the target area:
 Feral cats are the largest overpopulation problem with the area, as well as people who are backyard dog breeders.
What kinds of spay/neuter services are currently available in the target area and in what ways are these resources currently insufficient to meet community needs?
We work with the Redinger Spay and Neuter Clinic in Daytona Beach to be able to provide low cost spay and neuter services to the area, we also have a TNR program in place for the cats where it does not cost the citizens anything to get the feral cats fixed.
Florida Animal Friend is highly supportive of proposals that are focused on animal populations that are identified as substantial sources of dog or cat overpopulation rather than being diluted over too broad of a geographic area or diverse animal populations. Describe the specific target animal population of the spay/neuter project proposed for this grant:

  
 
TNR Managed Colony Feral Cat Program/Community Cats (Free-Roaming and/or Owned) Program
Define the precise boundaries of the colony or targeted area, including estimate of square miles.
The City of New Smyrna Beach is about 38 square miles. 7 Miles of beachfront property, and 8 miles of riverfront property. The city goes as far west as Airport Rd, east to the beaches, and north to where it meets Port Orange city limits, and south to where it meets Edgewater city limits.
 
What is the criteria used for determining the target area(s) and/or eligibility for this program?
In order to be eligible for the program, you must live inside the city limits, and be registered with CCFAW, (Concerned Citizens For Animal Welfare), which would then get you registered with the city as a colony. Anyone is eligible for this as long as they have a registered colony.
 
Describe whether the targeted area is rural, suburban, or urban. Is it commercial, residential, agricultural, or a designated special land use?
The City of New Smyrna Beach is a vast variety of different land areas. To the eastern parts of the city we have the beaches, and a historic downtown district, and several densely populated areas. We also have commercial zones with businesses and some industrial zones as well. To the western parts of the city we have more rural areas which also contain several agriculture zones.

The ability to maintain lifelong care of the cats is the responsibility of the colony caretaker. Some cats are going to be easier to care for than others, all depending on how feral and wild the cats are. CCFAW, (Concerned Citizens For Animal Welfare) is highly committee to helping the TNR program in any way they can. Feral and free roaming cats are allowed as long as it is a registered TNR colony with the City of New Smyrna Beach.
(NOTE: FAF will not fund any program this is inconsistent with local ordinances.)
 
For TNR program, list any groups or government agencies who support this TNR effort:
Southeast Volusia Humane Society is our local shelter and they have been huge supporters of the TNR program as they have seen their intake numbers decrease since the city has implanted the program. CCFAW again has been the driving force behind our TNR program.
 
Describe any effort to lessen the negative impact on local wildlife.
So far there has not been any major impacts on wildlife. The cats however have been helpful by keeping the mice down at several of the locations that are more in rural areas and agriculture zones.
 
Describe efforts that will be made to mitigate current or potential nuisance issues.
Education is the best method, if you explain to neighbors why the TNR program is better than traditional methods used to get rid of cats, most will understand and be more willing to accept the situation. There are also several deterrents that are fairly cheap that if someone wants to purchase that would keep cats off their property as well. If there are any cats that are friendly enough for adoption, then that will be encouraged as well because that would lessen the population of the number of c

This grant will achieve its goals by helping getting existing colonies fixed to where there are no more that need to be fixed, as well as be able to start new colonies and then successfully achieving getting all of those cats fixed.
 
Objectives
What do you hope to accomplish with these funds (objectives should be specific and quantifiable)?
The goal is to accomplish gaining control of our feral cat population, while over the past several years through our TNR program it has been extremely helpful we need to be able to do more at a quicker pace than what we have been able to do. If we can push the TNR program and get more people to be colony caregivers than we will be able to get more cats fixed. It is hard to give a more specific and quantifiable numbers because we do not know exactly how many cats are in the city and how many people are going to be willing to be caretakers for a colony, and that is what this grant would be used for.
How does this program increase the number of sterilization surgeries above the existing baseline?
This program will give us an added budget so we will be able to push for more TNR colonies to be created so we can get more cats fixed, thus resulting in fewer cats in the years to come.
Methods
What criteria will you use to determine eligibility for your program? 
Anyone who has outdoor cats that are not currently fixed will be eligible.
How will you advertise the program? Explain how the advertising will reach the target audience.
We would advertise by word of mouth, as well as use social media to promote the program and educate people so they know the true effect a TNR program will have on a community and how the cat numbers will decrease.
How will you address barriers to full use of the program such as transportation, illiteracy, and cultural hurdles? 
CCFAW has volunteers that assist the caretakers of the colonies if they need assistance with transportation or trapping. We can reach out to other departments within the city to help with the culture hurdles and illiteracy issues that may arise.
Does this project involve the transportation of animals by someone other than the client? If so, describe the vehicles, methods for confinement, personnel training, liability releases used to assure the safety of the animals and handlers.
The client will be responsible for transporting the animals, or a volunteer from CCFAW.

We are proud to be working with the Redinger Spay and Neuter Clinic ran by Halifax Humane Society to be able to provide services for the TNR program as well as low cost spay and neuter for the general public.

None of the anticipated grant funds can be used for any of the above services, except for pain medication.
If necessary, please explain the procedures and fees described above: 
The prices for the dogs is determined on weight, I just used the mean for the price of the weight range. Rabies is required by law, so all animals must either show proof of current rabies or receive a vaccine at the time of the surgery. There is an additional charge if the animal is pregnant, has pyometra, is cryptorchid, if a dog is in heat or has a BCS (Body Condition Score) of 8/9 or greater (obese). The shots that are not required you can either do 1 shot for $10.00, 2 for $15.00, or the 3 for $25.00.

Concerned Ctizens For Animal Welfare (CCFAW)CCFAW has been a key player in pushing the city forward with a TNR program. They did all the research and leg work and presented it to City Commission, and keep track of all of our colonies and have a set guild line for the colony care takers. CCFAW is also involved with Volusia county and other cities inside the county as well as Flagler County. They will continue to provide the services for the TNR program, they set up the schedules at the Redinger Spay and Neuter Clinic for the cats to be fixed.

 The city and CCFAW will be advocating for anyone who wants to start a TNR colony, which will then require them to get all the feral cats fixed within that colony and that will decrease the city's feral cat population. Once they are a colony the city will then pay for the cats to be spayed and neutered, and then the cats will be released back to the colony they have came from.

Rabies vaccines will be paid for by the City, and the ear tips are free for the feral cats.

They city has some funds set aside for the TNR program, which will allow the city to pay for the rabies vaccines and allow the grant to cover the surgeries which would result in nothing be paid by the citizens.

Unexpended funds
Any unexpended funds must be refunded to Florida Animal Friend within 30 days of the end of the project.

Requests for extensions
Requests for time extensions are discouraged and not often granted. If it is imperative to request an extension, such request must be made in writing at least 30 days prior to the end of the project. It is FAF’s policy to seldom grant more than a 30-60 day extension.

Failure to submit reports and requests within the required time period will impact your agency’s future grant applications.
 
Future Funding to Sustain Public Spay/Neuter
*Explain how the organization plans to fund this program in the future. Having sustainable plans including other grants, local donations and other services generating revenue enhances the chances of receiving this grant.
With the current TNR efforts, hopefully future funding will not be as costly. Once we are able to get the majority of the cats fixed, then we hope to see a slow decrease in numbers which would cut back on our need to allocate as much money to the TNR program. More grants will be looked into, as needed for future funding.
Promotion of Florida Animal Friend Spay/Neuter License Plate
*Applicants selected for funding are expected to publicize their grant in support of their spay/neuter program and promote the sale of the Animal Friend license plate via press releases, newsletters, website links, social media, etc. Please describe your plan to promote the Florida Animal Friend Spay/Neuter License Plate. Grantees are required to submit documentation of promotional endeavors with their final report.
The city could promote the license plate by making a link on the city’s social media page and with and explain what the benefit of the license plate is which would then allow followers of the city to be able to share it with their friends, and those friends could share it and then it would create a chain reaction. We could also possibly post it on the city’s website under the animal control page.
