Animal Welfare Society of South Florida opened in 1972 as low cost spay and neuter clinic. Over the years we have grown and are now a full service hospital. Our veterinary staff consists of four full time doctors along with 14 veterinary technicians, two lab technicians and five receptionists. Our active client listing is over 25,000 with an average patient load for our veterinarians at 45 per day. We have digital X-ray equipment and in clinic blood processing capability from Abaxis. Our senior veterinarian Dr. Misleydi Martin has 22 years of experience in the management of sterilization programs, will oversee the program. We are staffed 24/7 with a Vet Tech always in ICU. Our hospital is open 6 days and perform spay/neuter surgeries Monday-Friday. If needed, we perform surgeries on Saturday.
If you currently have a program for sterilization of cats and/or dogs, describe your current level of funding and productivity and why additional resources are needed? 
Animal Welfare Society participates with the South Florida Vet Foundation spay/neuter program for qualified residents and do appropriate funds from private donations and fundraisers to support our Community Outreach program, the need is still great fee waived services. Even with our Community Outreach spay/neuter program, our funds do deplete and the waiting list is long. There is a significant population willing to spay/neuter if they are not financially obligated. In order to provide the service, additional funding is required.

We believe this is an accurate number of animals in our target community.
Please explain what you believe are the most substantial sources of dog and cat overpopulation in the target area:
 The pet overpopulation crisis is still widespread throughout Miami-Dade County. The most substantial source of dog and cat overpopulation continues to be in the City of Miami, where parts are impoverished with well meaning but low income residents. Due to the fact we provide low cost and often compassion veterinary care in the community, we know there is a great need for accessible and free sterilization.
What kinds of spay/neuter services are currently available in the target area and in what ways are these resources currently insufficient to meet community needs?
Miami-Dade County Animal Services has a program in place offering free spays/neuters to qualified owners along with the Humane Society. However, many people do not meet the requirements and rely on us when we offer free sterilization through our Community Outreach.
Florida Animal Friend is highly supportive of proposals that are focused on animal populations that are identified as substantial sources of dog or cat overpopulation rather than being diluted over too broad of a geographic area or diverse animal populations. Objectives
What do you hope to accomplish with these funds (objectives should be specific and quantifiable)?
With our Community Outreach spay/neuter program, our goal is to provide 300 sterilization surgeries for cats and 160 sterilization surgeries for dogs belonging to low income qualified residents of Miami.
How does this program increase the number of sterilization surgeries above the existing baseline?
Due to the fact we know there are both clients and other Miami residents that due to financial issues, are unable to obtain the sterilization surgery for their pets. This grant will allow us to increase surgeries above the baseline which is currently 100 for cats and 55 for dogs.
Methods
What criteria will you use to determine eligibility for your program? 
The criteria for qualification for our program will be determined upon the pet owner providing proof of participation in government assisted programs including Medicaid, SSI (Supplemental Social Security,) Aid for Dependent Children, Jackson Memorial Hospital Clinic cards and income level (U.S. Poverty guidelines.)
How will you advertise the program? Explain how the advertising will reach the target audience.
Advertising will be promoted in both Spanish and English at our hospital, through press releases, social media, local radio spots, City of Miami NET (Neighborhood Enhancement Team) and during WPLG 10 Miami "Animal Advocate" segments.
How will you address barriers to full use of the program such as transportation, illiteracy, and cultural hurdles? 
We will address promotional barriers by having all material prepared in English, Spanish and Creole when necessary. Person to person contact will cover illiteracy concerns. Local radio spots will be on English, Spanish and Haitian-American stations. The public will have to provide their own transportation.
Does this project involve the transportation of animals by someone other than the client? If so, describe the vehicles, methods for confinement, personnel training, liability releases used to assure the safety of the animals and handlers.

 A valuable resource to South Florida for over 45 years, Animal Welfare Society has helped thousands of pets and their owners with our low cost, full service veterinary care. We know the community and understand the need for free sterilization. Now with the need greater than ever, we seek the additional funds to continue this mission. We are confident this grant will help the cat and dog overpopulation in Miami.

Animal Welfare Society staff veterinarians and vet techs will be paid for out of the annual budget. A portion of the vaccines and antibiotics to be used for the is program will be donated by the pharmaceutical companies with which we have a relationship. Pain medications, e-collars, ear tipping, testing, vaccines (other than rabies) and basic examinations will be included at no charge by Animal Welfare Society.

Animal Welfare Society has allocated monies from our annual budget to supplement any expenses incurred for this program.

Unexpended funds
Any unexpended funds must be refunded to Florida Animal Friend within 30 days of the end of the project.

Requests for time extensions are discouraged and not often granted. If it is imperative to request an extension, such request must be made in writing at least 30 days prior to the end of the project. It is FAF’s policy to seldom grant more than a 30-60 day extension.

Animal Welfare Society is committed to helping reduce the number of unwanted animals and is fortunate to have strong relationships with individuals and foundations committed to helping control dog and cat overpopulation. We also conduct several fundraisers that help our program along with the money collected through our hospital.
Promotion of Florida Animal Friend Spay/Neuter License Plate
*Applicants selected for funding are expected to publicize their grant in support of their spay/neuter program and promote the sale of the Animal Friend license plate via press releases, newsletters, website links, social media, etc. Please describe your plan to promote the Florida Animal Friend Spay/Neuter License Plate. Grantees are required to submit documentation of promotional endeavors with their final report.
Animal Welfare Society will promote the sales of the Florida Animal Friend Spay/Neuter License Plate through our social media. This will include our website, Facebook, Instagram and Twitter accounts. We will prominently display the program and logo with a line to order license plates on our website. We will also highlight your support at events, in our lobby and in exam rooms.
