In its second grant competition, the grant selection committee of Florida Animal
Friend spay/neuter license plate fund evaluated 36 applications requesting a total of $614,655. Each committee
member read all of the grants and scored them in 7 categories including cost:benefit ratio, track record of the
applicant, and evidence of compelling need for the program. The proposals were excellent, and the committee found
it very difficult to rank them in order. Ultimately, 16 grant applications were funded for a total of $275,000.
Selected projects proposed to increase sterilization of pets in low-income families,
rural counties, pit bulls, feral cats, and animals available for adoption. The competition was intense, and many
fine projects could not be funded because the funds had already been allocated to other projects. The winning proposals
are posted here so that agencies applying for funds in 2008 can learn from these exciting projects and from the
excellent preparation of the proposals.
Competition for spay/neuter funds in 2008 will be high. The grant committee will
focus attention on those proposals that are the most efficient * meaning more surgeries are being performed for
less money. However, there is recognition that in some areas of the state there may be limited resources for development
of low-cost spay/neuter programs and that the cost of providing services in these areas may be higher. Successful
grant applications are likely to be those that concisely communicate that the problem addressed in the proposal
is important, that they understand the issues involved, that they have developed a logical and feasible plan for
the project, and that they have the resources and talent to carry it out successfully.
